In early 2025, a series of tragic incidents in the United States drew attention to the growing dangers of unregulated AI use among youth. Several teenagers took their own lives after interacting with AI chatbots that repeatedly mentioned self-harm. Yet in Korea, over 52% of teenagers already use generative AI, and more than half say they trust its responses without question — even though no child protection law exists.
This national petition, initiated by the Interscholastic Ethics Society, calls on the National Assembly to establish the AI Safety Act for Children — a law to protect users under age 12 from AI’s psychological and developmental risks. The proposed act includes:
A ban on AI use for children under 12, except under parent or teacher supervision.
Mandatory age verification systems and real-time blocking of self-harm–related content.
AI literacy education in elementary schools for both students and parents.
Enforcement measures and fines for companies that violate safety standards.
